This area, like the town of Tortosa as a whole, is clearly affected by the flooding of the Ebro River. The original Partial Plan did not take into account this circumstance, which is now basic, for the interior planning, which, together with the requirement to eliminate the polygonal division initially approved, has motivated the present modification. This circumstance has been an opportunity to propose a more
sustainable city model, with higher quality spaces, concentrating the green area in a large central space that backs the area and continues the urban fabric. This area will also serve as a drainage point and collection point for possible floods. The residential volume has also been modified, freeing the ground floors from any enclosed space, incorporating these areas into the public or private open spaces
of the urbanization, and thus complying with the construction forecast for possible avenues. All the dwellings will therefore be arranged from the first floor, exceeding the estimated draughts in a return period of 500 years. In addition, all of them will be of double orientation, and the height will respond to an arrangement where the volumes near the green area are three heights and in those close to the
consolidated urban fabric they increase until they are equal.
