The purpose of the isolated modification with detailed planning of the General Urban Development Plan of Zaragoza (Consolidated Text PGOU) is to propose the delimitation of an intervention area on partially vacant land that coincides with the area of the former intervention area F-53/4. This action is intended on land currently classified as consolidated urban land and qualified for industrial use, which implies a clear degradation of the basic category of the land, passing it to unconsolidated urban land but whose characteristic or priority use will be residential, admitting, in its southern area, a wide area of industrial uses in clear harmony with its environment. The proposal aims to develop this land, vacant for decades, assuming in its planning, the existence of mixed uses – residential and industrial – thus managing to form the network between the consolidated neighborhood of Picarral and the consolidated industries on the adjacent lands.
